Responsibility during Musa’s absence

When Musa is absent, Harun warns the people that the calf is a trial and identifies their Lord as the Most Merciful. He calls them to follow him and obey. They refuse, insisting on remaining devoted to the calf until Musa returns.
Musa confronts Harun on his return. Harun explains that the people overpowered him and nearly killed him, and that he feared dividing the community. Musa turns to prayer for himself and his brother. The confrontation must be read with Harun’s earlier warning, not as evidence that he introduced or approved the worship.
His account closes this collection with a difficult leadership problem: having responsibility does not guarantee that people will accept counsel. Harun warns, resists, and explains the constraint he faced. The chapter links back to Musa’s covenant account, allowing the two perspectives to remain connected without being confused.
